    School-based Programme  
The School-based Programme stemmed from the School Management Initiative (SMI) Scheme introduced by the Education Department (now known as the Education Bureau) in 1991 for the improvement of the quality of primary and secondary school education. The initial mode was offering tutorial classes in various subject areas so as to help target schools cope with the diverse and special learning needs of students. Since then we have entered into partnerships with a broad range of primary and secondary schools throughout the territory with a service provision operated in formal and non-formal settings.
   
Over the years, we have committed to the promotion of life-wide learning in the formal school education system with a focus on enriching the school life of students in general and their learning process in particular. Our recent effort is to assist schools in organizing educational activities in order for teachers to have enhanced capacity to implement the initiatives of the education reform. Programmes and activities targeted for improving the management capacity of school administrators is also a focus.
