Skills-upgrading Programme
In a knowledge-based economy, the potential contribution that an individual can make in applying knowledge for improving processes, products and services is becoming more important than the physical labour. There is an emerging trend that jobs are demanding more value-added components and sophisticated job skills. In the light of Hong Kong's further economic restructuring, as is likely to be accelerated by the advancement of information and communication technology, the Government has launched the Skills-upgrading Scheme since 2002 with an aim to enhance the labour force of elementary occupations as Hong Kong moves towards a knowledge-based economy. The Scheme also aims to foster a culture of lifelong learning and value-adding in the wider community. The Scheme covers a broad range of trades and its scope is ever-expanding in response to the changing needs of the labour market. Our provision in this programme can thus far be drawn into five areas, namely, catering, estate management, tourism, insurance and real estates.
